Is the wf-8845 power converter in my Fleetwood wilderness?

Hi I have a wf-8845 power converter in my 2006 fleetwood wilderness when i plug the rv in without the battery on the rv I do not get lights. also it doesnt charge tha battery. I checked the two fuses and they are good.
