I have a 2006 Corolla and I had the same issue and it was fixed by my mechanic pulling open my glove compartment and finding some relays right above the glove compartment. One of the relays had wiggled loose and was causing my lights – lights not to work.

Why are my headlights and running lights not working?
If power to the fuse then it might be a wire after, if no power to the fuse then look at wires before. IMO the next thing to test is are you getting power to the fuse? If power to the fuse then it might be a wire after, if no power to the fuse then look at wires before.

Also swap out some fuses or use a test light to verify the fuses are good , sometimes a visual won’t turn up a bad fuse . Also the ignition switches get corroded inside . You can pull the dash up to look at the back of the switch , if you see green in the holes it’s corroded .

Right off sayin it could be your ign switch or a loose connect toward the front of your bike. Somebody will come along with a good Idea though I’m burnt right now. Did you just look at the fuse or actually replace it? Sometimes looking at a fuse can be deceptive. If a new fuse don’t work then I would go with vlade’s advice.
