Why is the water coming out of my combimate cistermiser?

I took the faceplate off my Combimate Cistermiser and it looked so clear inside, with the old degraded balls resting on the bottom I was sure the water cut-off had happened and so unscrewed the red tap at the top only to have the water come gushing out.
