When does the fresh water pump come on?
Your water pump should only come on when you use the fresh tank. If it comes on while not in use, you probably have some debris causing it to partially stay open. Tank filling when connected to shore water is an indication that the check valve is bad. When on the tank water and the pump cycles off an on is also a bad check valve.
Where does the city water pump come from?
City water inlet flows through a T connector to the fresh water tank. The other part of the T connector comes from the water pump which is obviously after the fresh water tank. The third part of the T connector goes to the faucets etc.

The camp host knocked on our door and informed us that water was leaking out of our 5th wheel. Upon further investigation, we discovered that water was indeed pouring out of our fresh water tank!! Somehow, the city water connection was filling my fresh water tank causing it to overflow! I didn’t even know this was possible!!
