The maximum limit is five tiles, but thats for very large, isolated(more resorces) cities and usually your capital. In square or isometric (1-4) Civ games, you can work 2 tiles away except the 4 corners.

The most obvious solution is to increase the production of the city. A few ways to do it are:
Chop down trees around the city. Chopping down trees gives a small boost towards the currently in-progress building.
