During the programmed times when you use hot water, as you would expect, the boiler fires up to heat the added cold water. I’ve used hot water during the off periods and it doesn’t fire up nor do the radiators get warm. Just seems to be random and at a total loss here.
Can a stuck zone valve cause a boiler to fire?
A stuck microswitch in a zone valve can cause a boiler to fire continuously however, a zone valve actuator can only open if the programmer is enabled for heating or hot water and the respective thermostat is calling for heating/hot water.

How often does my boiler fire up when the water is off?
My boiler fires up every 90 mins or so, when the heating and hot water are off. If is designed to do this (I forget the reason, possibly something about keeping the pump working?). Anyway, there are separate indicators on the boiler for when it fires up for water, heating, and this 90 min routine fire-up.

Checked the programmer and both heating and hot water were off, the boiler was still running. Radiators cold downstairs and room stat 20C set 21.5C. Had to turn the power to the boiler off to stop it running. We had a short power cut in our street on Fri night 20.00 hrs. and it came back within 5 mins.
