Why is my cold water tank ball valve making noise?

Replace ball valve with a Part 2 valve and float. Old one is probably worn I was thinking, Do you think its possible that the valve outlet is below the water level and the noise is caused by siphonage, which would explain the noise traveling down the pipe!

I slightly reduced the flow thro’ my mains stopcock, this solved my “howling” cold water ball valve, and the “sound like a jet engine” toilet flush refilling! Winding down the stopcock won’t reduce the pressure, just the flow rate.
